Duties and Responsibilities:
  1. Serves as the Director of the Department of Campus Security for the University of Hawai'i at Hilo (UHH).
  2. The UHH Department of Security includes approximately 30 positions and is responsible for the welfare of 3,000 students, including approx. 700 students living in on-campus housing, faculty and staff, and visitors to the main campus and off-campus worksites.
  3. Serves as the foremost technical expert and recognized authority on the application of advanced concepts, principles, applications, equipment, and/or testing and evaluation techniques relating to campus security.
  4. Develops, manages, administers, and directs a comprehensive campus security plan and procedures which includes crime prevention, parking and enforcement.
  5. Directs and assigns duties of Department of Security personnel.
  6. Conducts recruitment, selection, training, and development of Security personnel.
  7. Develops, establishes, implements performance standards of all Security Department personnel, and conduct performance evaluations of personnel as required by civil service and BOR regulations.
  8. Develops incremental professional development plans for department staff to continually improve their skill sets; provides training opportunities and constructive feedback.
  9. Develops, manages, administers, and directs a comprehensive campus federal compliance program, including but not limited to Campus Crime Report, Jeanne Clery Act, and Drug Free Schools.
  10. Responsible for completion of required annual and special reports pertaining to UHH Campus Security operations and activities (e.g. the Clery Act and fire safety standards).
  11. Investigates and report to the Vice Chancellor for Administrative Affairs concerning allegations of crime and violations of law.
  12. Provides timely notice, briefings, counsel and updates of emergency and safety-critical incidents to appropriate UHH executives, administrators, and the Campus Crisis Management Team (CCMT).
  13. Represents UHH on matters of crime prevention, enforcement, and campus security within UHH's jurisdiction when dealing with law enforcement and government agencies.
  14. Develops, manages, administers, and directs a comprehensive UH Hilo Emergency Operations Plan in alignment with the UH System Emergency Management Plan and the National Incident Management System.
  15. Coordinates with the Environmental Health and Safety Office to conduct and assist in training for emergency preparedness and response planning to ensure timely and effective response to emergencies and disasters affecting campus.
  16. Develops and directs projects related to safety, security, and emergency management.
  17. Revise and update the campus Emergency Operations Plan.
  18. Maintains communication with UHH administration, deans, directors, staff, and students regarding safety goals and objectives.
  19. Develops and manages the departmental budget; conducts periodic reviews of financial plans and establishes budget priorities.
  20. Work closely with campus partners, in particular Student Housing and Title IX office, to ensure compliance with applicable laws and regulations, timely response to emergency situations, and effective implementation of safety plans and interim measures.
  21. Works with other campuses relating to public safety and emergency management policies and procedures.
  22. Serves on campus committees for the logistics of high-profile events (e.g. commencement, open-house, Regents meetings, etc.) to provide input and plan for implementation of appropriate security protocol.
  23. Attends and manages all high-profile events to ensure effective implementation of protocol.
  24. Serves on and/or leads campus committees related to campus security, emergency response, and/or incident management.
  25. Administers the provisions of applicable collective bargaining unit agreements.
  26. Communicates effectively and respectfully with a culturally and ethnically diverse population of students, faculty, and staff.
  27. Must be able to work flexible hours, including evenings and weekends, as well as be on-call when not working.
  28. Other duties as assigned.
Minimum Qualifications:

Education and Professional Work Experience

  1. Possession of a baccalaureate degree in Criminal Justice or closely related field and 6 year(s) of progressively responsible professional experience with responsibilities for law enforcement, including at least four (4) years at a supervisory level; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.

Knowledge, Skills and Abilities
  1. Extensive knowledge of innovative and state-of-the-art principles, concepts and principles, emerging theories, the current federal and state laws and associated rules, regulations and interpretations and systems associated with Security, Safety, and/or Emergency Management.
  2. Demonstrated ability to understand problems from a broad interactive perspective and use reasoning to discern underlying principles and issues when problem solving, and apply creative thinking to resolve problems in new and unprecedented approaches.
  3. Demonstrated written and verbal competence in presenting ideas, concepts and models clearly using persuasion and negotiation to build consensus and cooperation.
  4. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
  5. Demonstrated ability to operate a personal computer and apply word processing software.
  6. For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
  7. Valid driver's license
Desirable Qualifications:
  1. Master's degree in Criminal Justice, Public Administration, Administration of Justice, or a closely related field.
  2. Demonstrated ability to work with persons from diverse socioeconomic and cultural backgrounds.
  3. In-depth knowledge and experience with the Clery Act, Title IX, and related compliance issues.
  4. Previous professional experience in managing a public safety or police department at a public college or university of a similar size to UHH.
  5. Extensive and in-depth experience in security and crisis management that focuses on building an efficient and cost-effective crisis prevention, threat identification response, and security management program.
  6. Extensive and in-depth knowledge of Civil Defense and emergency management principles and procedures.
