Job Summary:

Under general direction of the Assistant Director of Human Resources, the Staff Services Manager III oversees, through subordinate managers, the direction, planning, and policy development of Wellness & Disability Management, Payroll and Benefits, Compliance & Special Projects, and Individual Performance Management. The SSM III has continuous and direct contact with Cal OES's Executive Management Team where information sought and advice given on technical and complex personnel related issues is sensitive and critical to Cal OES’s mission. This position works collaboratively with multiple program areas such as Equal Employment Opportunity, Labor and legal services and requires the highest degree of skill, knowledge, tact, and good judgement.

Working Conditions

Telework - This position is eligible for hybrid telework in accordance with Statewide Telework Policy and requires reporting in office a minimum of four days a week or more, based on the business needs.

Conflict of Interest - This position is designated under the Conflict of Interest Code and is required to complete Form 700 within 30 days of appointment. Failure to comply with the Conflict of Interest Code requirements may void the appointment.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Knowledge of the civil service laws, rules and policies related to performance management and progressive discipline functions.
  • Knowledge of  Payroll, Benefits, Wellness & Disability civil service laws, rules, policies. 
  • Knowledge of employment laws, rules and regulation; civil service laws, rules and regulation; as well as State and Departmental policies and procedures.
  • Knowledge of the State Controllers (SCO) systems and processes
  • Experience organizing and establishing workload priorities in a high volume, fast-paced environment.
  • Ability to research and provide recommendations to upper management on a variety Wellness, Disability, Payroll, Benefits and Performance Management topics.
  • Attention to detail, organizational skills, and self-motivation.
  • Ability to communicate professionally and effectively both verbally and writing
  • Ability to use good judgment and make sound decisions
  • Ability to achieve results according to objectives
  • Ability to research, analyze, evaluate information and take effective action
