The International Committee of the Red Cross (ICRC) is a neutral, independent and impartial humanitarian organization seeking to protect and assist people affected by armed conflict and other situations of violence. Formed in 1863, the ICRC was at the origin of international humanitarian law (IHL) and of the world’s largest humanitarian network, the Red Cross and Red Crescent Movement.

The ICRC Regional Delegation for the US & Canada, based in Washington D.C, is at the heart of our efforts to deliver on the ICRC's mandate, working to secure widespread support, influence, and partnerships for our work in conflict zones. We cultivate relationships with US government agencies, civil society, and the media. The team also works closely with our partners such as the American Red Cross and the Canadian Red Cross.

Purpose

The Program Officer provides administrative support to the Washington Regional Delegation of the International Committee of the Red Cross (ICRC). This is a role that works with high level teams in advancing the ICRC’s global humanitarian diplomacy and donor engagement in Washington.

The Program Officer reports to the Senior Assistant/Information Management Officer but will be supporting our delegation departments especially as it relates to external engagements. The Program Officer, with prior coordination of their line manager, will support colleagues in other departments as needed across the delegation to carry out the above duties.

Main Accountabilities and Responsibilities

  1. Program and Visitor Support, 40%: In collaboration with Senior Assistant/Information Management Officer, the Program Officer will provide administrative support in relation to visits by senior global ICRC staff. Specific responsibilities include outreach, scheduling, supporting the drafting of briefing files, retrieving information from archives, security processes and other critical tasks to assist senior global ICRC staff meetings.
  2. Filing Management and Information Management Support, 40%: In collaboration with Senior Assistant/Information Management Officer, the Program Officer will be asked to assist in training and in overseeing compliance of filing and information management protocols. In addition, the Program Officer will support the delegation in managing electronic and paper correspondence.
  3. Special Events Support 10%: The Program Officer will be asked to contribute to special projects in support of Departments such as event coordination which involves outreach, scheduling, and collaboration.
  4. Annual Planning and Quarterly Report Support, 10%: The Program Officer will be asked by specific departments to edit, format, and submit department reports via internal applications.

Additional Accountabilities and Responsibilities

  • Follows up on all work-related messages and correspondence with the relevant contacts and departments
  • Is aware of the delegation’s objectives and has a good knowledge of the Movement and other contacts relevant to the position
  • Collects and shares information so as to improve the ICRC’s understanding of the environment and humanitarian trends and responses
  • Represents the ICRC in an appropriate way during activities, in meetings and in the field, and avoids any activity that may reflect negatively on the ICRC’s image
  • Takes responsibility for their own professional learning and development

  • Represents the ICRC in a professional manner at all times
  • Develops and maintains a pleasant and conducive working environment with colleagues and line managers
  • Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC
  • May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary

Minimum required skills & experience

  • Bachelor’s Degree in a relevant field
  • Excellent organizational skills, including ability to efficiently coordinate events for departments and assist in managing schedules for high level visitors.
  • Strong writing, oral communication, and analytical skills.
  • Intermediate computer skills including experience using Microsoft Office and SharePoint.

Preferred skills & experience

  • Spanish language professional working proficiency is a plus.
  • Proficiency with diplomatic correspondence is a plus.
  • Knowledge of International Organizations, Non-Governmental Organizations and Government offices is a plus.

Compensation: The salary range for this role is between $53,300 - $69,160.
