Salary Range: $126,717 to $ 191,900 Recruitment, Retention, and Relocation incentives may be available.Qualifications: To serve as a senior legal advisor in Federal labor and employment law to the Commanders of the Air Force Life Cycle Management Center, 88th Air Base Wing (ABW), the Wright-Patterson AFB Medical Center, the Air Force Research Laboratory (AFRL) and all other tenant and subordinate units serviced by 88 ABW and all other tenant and subordinate units serviced by 88 MSS/DPC. Supports the 88 ABW Staff Judge Advocate (SJA) with an emphasis on civil rights issues, to include employee discipline, grievances, workers' compensation issues, collective bargaining agreement interpretation, and other related matters, to Personnel and management officials. Also serves as senior litigation attorney by providing representation for Wright-Patterson Air Force Base (WPAFB) in third-party administrative disputes, such as appeals to the Merit Systems Protection Board (MSPB), hearings before the Equal Employment Opportunity Commission (EEOC), labor arbitrations, Unfair Labor Practice charges before the Federal Labor Relations Authority (FLRA), etc. Additionally provides assistance and litigation support to U.S. Attorney's Office(s) for employment cases arising out of WPAFB which are in Federal District Court. Plans, organizes, and directs the activities of the Labor Law Division ensuring that advice and representation in employment related matters complies with legal and regulatory requirements and meets customer needs. Develops goals and objectives that integrate organization, labor law and employment law objectives. Researches, interprets, analyzes and applies all applicable Air Force, AFMC, ALC and statutory guidelines, policies, and regulations, etc. Serves as senior attorney and subject matter expert in Federal employment and labor law matters. Provides expert counsel and advice covering full range of employment, labor, and personnel law matters to management, including required representation for the Air Force in third-party administrative proceedings concerning employment-related disputes. These administrative proceedings include appeals to the MSPB, EEO investigations and hearings before the EEOC, unfair labor practice charges before the FLRA, and arbitrations arising under negotiated grievance procedures in collective bargaining agreements. As a senior attorney, provides expert legal advice, opinions and counsel concerning employment and labor matters. The incumbent provides legal opinions/advisories relating to employment, labor, and personnel law to affected organizational clients and management on matters including, for example, employee disciplinary actions, reasonable accommodation, requests for information, mediation, reviews of grievances pursuant collective bargaining agreement(s) and/or administrative grievance process, labor agreement negotiability disputes, management-retained rights, the duty to bargain with recognized unions, acceptance and/or rejection of EEO complaints, and personnel policies and practices. As the senior agency representative in employment disputes, the incumbent engages in settlement negotiations as appropriate with opposing parties. These discussions may be bilateral or occur through mediation or other assisted processes. Reviews administrative cases removed to Federal Court to determine, with the United States attorney, for the conduct of litigation therein, appropriate legal strategy. U.S. Citizenship Obtain & maintain Security clearance May be required to work irregular shifts or overtime. Employee must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth.
